Emergency response to an active leak on a 24" NGL pipeline. Complete excavation in rock and heavy ground water conditions, fabricate and tie in a 12" bypass line to (2) 24" stopples. String, lay, and test all new 24" and 12" bypass piping. Plug off, flare down and purge segment in question, and tie in new line pipe.
